PennDOT Flags Testing Irregularities in Philadelphia

Pennsylvania Department of Transportation (PennDOT) has uncovered testing irregularities linked to a single examiner at a Southwest Philadelphia licensing center. The issue affects approximately 2,500 drivers who passed their driving tests between October 2024 and November 2025.

Drivers Ordered to Retake Exams

Drivers who passed their tests during the specified period are now required to retake their driving skills exams or revert to their learner’s permits. The affected drivers must also retake the knowledge test if they are no longer eligible for a learner’s permit.

The testing irregularities were traced to a single testing center located on the 2900 block of S. 70th Street in Southwest Philadelphia. PennDOT has not disclosed further details but confirmed that the issue involved "irregularities that existed in the amount of time elapsed between the testing start and end times."

Drivers Express Frustration Over Retesting Requirement

Kayshine Hardaway, a young driver who passed her exam over a year ago, shared her frustration with 6ABC. "I accomplished so much. I already had my car. I’m in the process of going back to school. My life together and then just a bump in the road," she said. "I feel like that’s not fair. We shouldn’t be having to take our tests all over again because of a mistake on your end."

PennDOT’s Response

PennDOT has not provided further clarification on the nature of the irregularities but has confirmed that approximately 1,600 of the affected drivers have already retaken their driving tests. The department has extended hours at the Levick Street licensing center to address the backlog.
