The Florida Legislature is poised to vote today on a bill that would significantly ease the process for parents to opt out of their children’s routine childhood vaccinations. Under the proposed legislation, exemptions would be granted based on the parent’s religious tenets or practices or conscience, eliminating the need for medical or religious justification. This means ideological objections alone could suffice to forgo vaccinations against diseases such as polio, tetanus, and measles.

The bill represents the latest in a series of moves by Florida to challenge established public health policies. This includes resistance to pandemic-era restrictions, opposition to water fluoridation guidelines, limitations on SNAP benefits, and the erosion of vaccine requirements. At the forefront of this effort is State Surgeon General Dr. Joseph Ladapo, whose approach to vaccine policy has drawn widespread attention.

Dr. Joseph Ladapo’s Controversial Stance on Vaccines

Ladapo’s influence on Florida’s vaccine policies may be shaped by a blend of libertarian and unconventional beliefs. During the pandemic, he gained prominence for his contrarian views. On his first day in office in September 2021, he formalized a rule allowing parents to decide whether to follow school mask guidelines. Later that year, he issued a report recommending against Covid-19 vaccines for healthy children, contradicting guidance from the Centers for Disease Control and Prevention (CDC).

In 2023, Ladapo requested that the Food and Drug Administration (FDA) halt all Covid-19 vaccines, alleging that components could “transform a healthy cell into a cancerous cell.” The FDA dismissed these claims as “misleading.”

During a 2024 measles outbreak, Ladapo issued a statement advising that the state would “defer to parents or guardians to make decisions about school attendance” rather than adhering to the CDC’s recommended 21-day quarantine guidelines.

Florida’s Push to Eliminate Vaccine Mandates

In the fall of 2024, Ladapo and Florida Governor Ron DeSantis announced their goal to remove vaccine mandates from state laws. Ladapo, who did not respond to requests for comment, holds an MD and PhD from Harvard and has held positions at prestigious hospitals. However, his unconventional views on vaccines appear to be influenced by personal beliefs that blend libertarianism with alternative spiritual practices.

In his memoir, Ladapo describes his relationship with Christopher Maher, a charismatic former Navy SEAL and self-described healer. Maher’s teachings, which Ladapo credits with transforming his worldview, include unconventional practices such as “Body of Light”, described as a process to “transmute and discharge negative generational stress”. Maher’s online bio also mentions training in traditional Chinese medicine, though his methods diverge from conventional practices.
