Republican Representative Chip Roy has introduced legislation targeting immigrants who support certain political ideologies, including socialism, communism, and Islamic fundamentalism. The bill, dubbed the ‘MAMDANI Act’, is named after New York Mayor Zohran Mamdani, who was elected last year on a platform of democratic socialism.

The proposed law would classify any immigrant who supports or has supported these ideologies as ‘inadmissible, deportable, denaturalizable, and ineligible for naturalization.’

Roy framed the legislation as a response to what he describes as a growing threat from Marxist and Islamist ideologies in the U.S., particularly in Texas. In an interview with Breitbart, he stated:

By targeting the Red-Green Alliance, this legislation deploys new tools to fight back against the Marxist and Islamist advance that has devastated Europe and has now arrived on our doorstep, especially in my home state of Texas.

Roy’s office provided Breitbart with a one-page summary of the bill, which claims that the presence of figures like Mamdani enables ‘the mass importation of Marxists and Islamists.’

Roy’s History of Islamophobia and Controversial Rhetoric

Roy, who is currently running for Texas Attorney General, has a documented history of anti-Muslim rhetoric. Last month, he posted ‘No more Muslims’ on X (formerly Twitter), sparking widespread backlash from Muslim communities in Texas.

He has also opposed the East Plano Islamic Center’s planned housing development in the Dallas–Fort Worth metroplex, aligning with other Texas Republicans who have promoted conspiracy theories about ‘Sharia law’ encroaching in the state.

Political Context and Likely Impact

With Republicans holding a narrow majority in the House, the bill is expected to be largely symbolic. However, it underscores the rising tide of Islamophobia and bigotry within the Republican Party and in Texas, where an estimated 400,000 Muslim residents live.

Critics argue that Roy is unlikely to face consequences for his rhetoric, as the GOP increasingly embraces divisive conspiracy theories and opposes constitutional rights such as free speech and freedom of religion.
