The legislation aims to enhance transparency and user safety by requiring chatbots to clearly disclose that users are interacting with artificial intelligence—not a human.
The bill also imposes critical safety measures, including mandatory protocols for handling discussions related to suicide or self-harm. Additionally, it explicitly bans chatbots from providing mental or physical health advice, addressing growing concerns about the reliability and accountability of AI-driven health recommendations.
Rep. Sean Camacho (D–Denver), the bill’s sponsor, emphasized its necessity, stating:
"The bill fills a gap in state law because AI systems do not have the same legal duty to protect users that people do."
