The Trump administration signaled on Tuesday that it is unlikely to accept Iran’s proposal to end the war and reopen the Strait of Hormuz in exchange for the U.S. lifting its blockade on the country. The proposal also includes postponing discussions on Iran’s nuclear program, a condition U.S. Secretary of State Marco Rubio explicitly rejected during a Fox News interview on Monday.

“We have to ensure that any deal that is made, any agreement that is made, is one that definitively prevents them from sprinting towards a nuclear weapon at any point,”

Rubio stated regarding the proposal, which was delivered to the U.S. by Pakistan. The White House confirmed that President Donald Trump’s national security team reviewed the offer and that Trump would address it in due course.

Regional Context and Casualties

The proposal emerged on Monday as Iran’s Foreign Minister Abbas Araghchi visited Russia, a long-standing ally of Tehran. However, it remains unclear whether Moscow will provide any additional support in response to the offer.

Since the conflict escalated, the human toll has been severe:

  • Iran: At least 3,375 people killed
  • Lebanon: At least 2,521 people killed, following renewed fighting between Israel and the Iran-backed Hezbollah militant group
  • Israel: 23 people killed
  • Gulf Arab states: More than a dozen people killed
  • Military casualties: 16 Israeli soldiers in Lebanon, 13 U.S. service members in the region, and 6 U.N. peacekeepers in southern Lebanon
