Undercover Sting Exposes Surveillance Firm Offering Global Phone Tracking
In June, Guenther Rudolph, an executive from the global surveillance company First Wap, sat in a booth at ISS World in Prague, a secretive trade fair for police, intelligence agencies, and surveillance technology firms. During a meeting with a prospective client—a private mining company owned by an individual under sanctions—Rudolph warned that organizing the deal could lead to imprisonment. However, the conversation took a far more alarming turn.
Rudolph proceeded to pitch the mining company on First Wap’s advanced phone-tracking software, boasting that it could pinpoint the real-time location of any person in the world. "I think we’re the only one who can deliver," he told the client.
What Rudolph did not realize: His client was an undercover journalist from Lighthouse Reports, an investigative newsroom based in the Netherlands.
How the Investigation Unfolded
The exposé began with reporter Gabriel Geiger, who uncovered a vast archive of data containing over one million tracking operations. These operations involved efforts to obtain real-time locations of thousands of people worldwide, revealing one of the most comprehensive views to date of the modern surveillance industry.
This week, Reveal and 13 other news outlets are publishing findings from the investigation, exposing the inner workings of a global surveillance empire. This report is an update to an episode originally aired in October 2025.
Key Findings from the Investigation
- First Wap’s capabilities: The company claimed its software could track individuals globally, raising ethical and legal concerns.
- Targeted clients: The firm allegedly pursued deals with entities linked to sanctioned individuals, including a private mining company.
- Scale of surveillance: The uncovered archive included over a million tracking operations, highlighting the expansive reach of the surveillance industry.

Implications of the Global Surveillance Network
The investigation underscores the growing concerns around the unchecked expansion of surveillance technology, particularly when such tools are sold to entities with questionable motives. The revelations raise critical questions about privacy, accountability, and the ethical boundaries of surveillance in the digital age.
