Republican U.S. Senators Chuck Grassley (R-Iowa) and Jim Banks (R-Ind.) have sent letters to nine leading technology and AI companies, demanding transparency over potential security risks linked to employees with ties to China.
The senators expressed concerns that insider access—not just external hacking—could expose cutting-edge U.S. AI systems to espionage risks. In a joint statement, they highlighted the Chinese Communist Party’s (CCP) history of conducting espionage in critical U.S. sectors.
Companies Targeted in the Inquiry
The letters were sent to the CEOs of:
- Amazon
- Anthropic
- OpenAI
- Meta
- Microsoft
- Safe Superintelligence Inc.
- Thinking Machines Lab
- xAI
Each company was given a deadline of May 20 to respond to nine detailed questions about their security protocols.
Key Questions Focus on Insider Threats and Personnel Vetting
The inquiry zeroes in on personnel vetting, insider threat detection, and privileged access roles. For example, the letter to Amazon CEO Andy Jassy asks:
"What is Amazon's current approach to personnel vetting, insider threat detection, and ongoing monitoring for privileged access roles?"
Another question probes the number of employees with ties to the People’s Republic of China (PRC) who have access to sensitive AI assets:
"How many PRC nationals does Amazon employ? How many have direct or indirect privileged access to weights or weight-adjacent assets, and how has that number changed over time?"
Lawmakers Seek Collaborative Solutions
The senators emphasized their intent to work with companies to identify and address security gaps. They asked:
"What support or engagement from Congress or the U.S. government would be useful in securing AI technology, trade secrets, and research from the PRC?"
Broader Context: Rising U.S. Scrutiny of AI Security
This inquiry reflects a broader push by Congress to strengthen oversight of AI technologies amid growing bipartisan concerns about foreign espionage. Recent classified briefings with leading AI firms have underscored these risks, as reported by Axios.
U.S. officials have warned that China is engaged in "industrial-scale" efforts to extract American AI capabilities, intensifying fears of technological competition and security breaches. Lawmakers have also directly engaged with companies like OpenAI, Anthropic, and Nvidia to discuss safeguards against foreign access.
