The letter explicitly prohibits the use of federal funds to purchase harm reduction supplies such as:

  • Sterile syringes
  • Pipes
  • Test strips for detecting fentanyl, xylazine, and medetomidine

The directive, addressed to recipients of federal grants, underscores the administration’s stance against policies aimed at reducing drug-related harm.
