1912年5月13日、米国憲法修正第17条が下院で承認された。この修正条項は、それまで州議会によって任命されていた上院議員を、州民による直接選挙で選出することを定めるものであった。
上院は前年の1911年6月12日にすでに修正第17条の承認を決議していた。その後、必要とされた州の4分の3以上の批准を経て、1913年4月8日に正式に憲法修正第17条として発効した。
修正第17条は、米国の選挙制度に大きな変革をもたらした。それまでの非民主的な任命制から、国民の直接選挙による議員選出へと移行することで、より透明性と民主主義の原則を強化したと評価されている。
この歴史的な出来事は、米国の選挙制度の発展において重要なマイルストーンとなった。
